It gives everyone the same place-based evidence and plain-language decisions: recent regional rain, a comparison of two equivalent well readings, and a transparent rainwater-capture estimate. A local operator may publish a sourced observation with provenance; it never upgrades an unverified screen into an official warning, a groundwater forecast or an engineered design. People and connected Zero services reach the same product through the app, the Water Guide chat, and its public actions.
